The Sky Is the Only Limit

Infrastructure development is a key factor in Argentina’s growth, and the region’s greater economic integration Ernesto Gutiérrez is not a usual businessman. As one of the most prominent figures in corporate Argentina, Gutiérrez began his career as an entrepreneur at the age of 19, when he founded a company involved in importing surfing-related merchandise. Today, as the CEO of Aeropuertos Argentina 2000, the company that manages Argentina’s 33 airports as well as those in Montevideo, Punta del Este and Ecuador, Gutiérrez claims that business is just like surfing, where timing and hard work are the keys to success. IPS met with Gutiérrez to discuss the new wave of changes taking place today at AA2000, in Argentina and South America. IPS: As the CEO of AA2000, with multiple business interests in Argentina and other countries in South America, you are in a privileged position to take the pulse of the region’s economy. Is South America’s role as a global partner on the rise again? Ernesto Gutierrez: Before 2008 South America grew at an annual rate of 6%, which attracted foreign capital at unprecedented levels. However, it also exposed the underdeveloped infrastructure of the continent. The outstanding GDP growth of the region collapsed the capacity of these infrastructures and consequently saturated the continent’s capacity for growth. All efforts for infrastructure development must be sustained for the sake of the region’s future growth. Likewise, the spillover effects of infrastructure development are infinite. The reconstruction of the harbors in the Pacific Rim would enable energy interconnection across the continent. Given the varying seasonality in South America, efficient energy interlinks would ultimately result in the optimization of energy allocation throughout the region. The opportunities are immense and this is precisely why we are witnessing an increase in interest from the international investing community in Latin America in general; and in Argentina in particular. Interestingly, the country that has shown the most interest in the region is China, although our commercial partnership with the EU is already a reality as per recently signed Treaty in Madrid. IPS: In fact, if anything, the EU-Latin America Summit in Madrid has shown all Latin American partners working as a united front, leaving national individualism aside. What has changed? E.G.: Beyond competition, there is a fact that has to do with critical mass when you speak of international trade. It might seem that Argentina and Brazil, for example, compete in soybean production. The truth is that both countries account for 70% of the world’s output of soybeans, which endows both with the power to set its price in the world market. Such a partnership reinforces their respective positions as soybean producers. IPS: How is AA2000 capitalizing on these regional events? EG.: The influx of passengers in Argentina’s airports is growing at an annual average of 6%-9%, with stresses the fact that capacity is being repeatedly overwhelmed every year. In October, 2009 passenger traffic increased 20% over October 2008. In fact, we estimate that airports’ operational deficit in Argentina is around 65% to 70%. This is why AA2000 embarked on upgrading Ezeiza International Airport’s capacity of 20 million passengers a year. Now our priority is to overcome the lack of regional-domestic flight inter-connection by providing an inter-link between Ezeiza and Aeroparque. Such an interconnection would offer a great opportunity to further develop other niches of tourism, such as congress and business tourism, as it would have a positive impact on installed capacity of 30% to 50% in the first five years.
